The Somali Bar Association (SBA) was originally established in the 1960s but collapsed during the civil war. The legal community in Mogadishu reestablished the SBA in 2010 and has been developing it since then. The SBA is currently active in Mogadishu and has begun to connect with lawyers in the Federal Member States.  The SBA has approximately 157 members across the country (93 in Benadir, 52 in Puntland 7 in Jubaland and 5 in Southwest). In Puntland, Jubaland and Southwest, SBA member started to group but are lacking resources and capacity to function. The SBA is committed to advancing the rule of law across the whole country by providing practical resources for legal professionals, increase public understanding of and respect for the rule of law, the legal process, and the role of the legal profession. In addition, the Somalia Bar Association works to hold the government accountable under law, works for just laws (including human rights and a fair legal process), and works to assure meaningful access to justice for all persons in Somalia.

The position

The position is an embedded professionalat the Somali Bar Association (SBA) and the incumbent will report to the SBA Chairperson and the Executive Board, and work closely with IDLO to deliver objective #4of the Somalia Justice Support Programme (SOMJUST).

Summary of Functions

  1. Provide technical and operational support to the implementation of the activities under the SBA-IDLO cooperation agreement.
  2. Support the implementation of the other objectives of the SOMJUST programme especially those that require the participation of lawyers:
  3. Provide general technical support.

Key Results Expected

  1. Provide technical and operational support to the implementation of the activities under the SBA-IDLO cooperation agreement:
    1. Serve as the focal point for the SBA’s collaboration with IDLO.
    2. Support FMS bar associations including in building up offices and overseeing the design and delivery of training and capacity-building activities.
    3. Contribute to relationship-building efforts with the federal member state bar associations and undertake missions aimed at establishing close cooperation and coordination mechanisms.
    4. Lead the development of SBA strategies, policies, and procedures including:
      1. Strategic Plan
      2. Code of conduct
  • Pupilage guidelines
  1. Sustainability and resource mobilization strategy
  2. With the guidance of the SBA chair, organize SBA events including meetings, workshops, and training, and ensure timely reports are produced.
  3. Lead training needs assessment of lawyers in Somalia in coordination with all relevant stakeholders including international partners.
  4. Lead the development and validation of training materials/curricula for the SBA in coordination with all relevant stakeholders including international partners.
  5. Lead the delivery of training to lawyers at federal and FMS levels.
  6. Arrange for lawyers to participate in joint training with judges, prosecutors, and investigators at federal and FMS levels.
  7. Develop a cloud-based and accessible database for SBA training materials and gather all developed materials in coordination with partners involved in judicial and legal training past and present.
  8. Monitor progress of the implementation of the cooperation agreement, offer feedback and keep regular communication with IDLO.
  9. Highlight risks and challenges that may hinder/delay implementation and provide recommendations to address those risks and challenges.
  10. In coordination with IDLO, ensure that all procurement and operational actions are undertaken timely and in line with guidelines agreed in the cooperation agreement.
  11. Be responsible for providing administrative and logistical support for the activities implemented under the SBA- IDLO cooperation agreement.
  12. Prepare accurate documentation of all activities undertaken by SBA under the SBA- IDLO cooperation agreement.
  13. Coordinate the timely submission of supporting documents for the processing of the salaries of the embedded professionals under the SBA- IDLO cooperation agreement.
  14. Produce robust financial reports with adequate supporting documentation against the support provided in the cooperation agreement.
  15. Ensure that gender issues are addressed in all documents and included in training and training materials.
  16. Document lessons learned and best practices for use in future support monthly.
  17. Act as a facilitator or trainer and provide mentoring and training for other SBA staff.
  18. Provide mentoring and training to the graduate students being trained by the SBA.
  19. With the guidance of the SBA leadership, represent the SBA in forums, meetings, and events including the Rule of Law working group meetings and other justice sector forums.
  20. Perform any other tasks as may be entrusted by the SBA chair from time to time.
  21. Support the implementation of the other objectives of the SOMJUST programme especially those that require the participation of lawyers:
    1. Forensics
      1. Coordinate with the SBA to actively participate in the meetings of the National Forensic Forum and Technical Working Group.
      2. Coordinate with the SBAto support the development of the National Forensic Plan (NFP).
  • Coordinate with the SBAto support the national efforts to establish the National Forensic Institute (NFI).
  1. Ensure lawyers participate in the sensitization workshops on forensic investigation science in Mogadishu, Garowe, Kismayo, Baidoa, Dhusamareb, and Jowhar.
  1. Review of the Criminal Procedure Code (CPC):
    1. Coordinate with the SBA to prepare a paper/note on gaps and issues in the CPC that a review effort should address.
    2. Coordinate with the SBA to actively participate in theplanned national stakeholder consultation meetings.
  2. Corrections
    1. Coordinate with the SBA to contribute to the development of a sectoral strategic plan as well as the design and delivery of specialized training for the Somali Custodial Corps.
  3. Provide general technical support
  4. Respond to requests for information/data, research,and editing on substantive legal and political matters as required by the SOMJUSTprogramme.
  5. Reporting
  6. Produce monthly and quarterly reports that cover:
    1. Individual achievements based on agreed SOMJUST ToR.
    2. Contributions to SBA priorities and institutional activities outside of the SOMJUST ToR.
  • SBA institutional developments and relevant updates.
  1. Training activities during the reporting period.
  2. Disaggregated data onthe number of lawyers in Somalia.
  3. Overall reflections on successes, challenges, and lessons learned related to SOMJUST interventions.


Skills and Qualifications

Education, Work Experience,and Competencies

  • Advanced university degreein international development, law, public administration, public policy, or other relevant social sciences.
  • 5-7 years of professional working experience in the governance, justice, or legal sectors.
  • Demonstrable experience working with programmes supporting the Federal Government of Somalia and the Federal Member States.
  • Good understanding of the context and justice sector networks.
  • Solid research, analytical and strategic thinking skills.
  • Proven ability to operate in a team environment
  • Works well with others and contributes to a fair environment that fosters collaboration and cooperation.
  • Proven ability to see through tasks set and deliver results.
  • Demonstrable ability to meet deadlines in a fast-paced work environment.
  • Enthusiastic and proactive attitude including willingness to travel frequently to the field.
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives; and
  • Highly developed sense of ethics, integrity, and commitment.
  • Excellent written and verbal communication skills.
  • Demonstrable advanced computer skills (MS Office Suite including MS Excel, PowerPoint, and Internet).
  • Proficiency in English and Somali is required.
