Reporting Directly To: Program director

Remuneration: Negotiable

Managerial Responsibility: Line manages Security guards

Duration: 1 year

2.       Organisational Context and Scope

YouthLink Somalia is a national humanitarian. YouthLink works to enable the poor and vulnerable communities to improve livelihoods and build their resilience through long term development and saving programmes including health and nutrition services to respond to needs of the droughts affected displaced populations. This means All staff may be requested to support a humanitarian response as the need arises.

Job Summary:

The Logistics Officer is overall responsible for providing the supply chain needs/requirements of YouthLink Somalia including procuring all program supplies and services, accounting for all assets, managing stocks, and managing transport. The incumbent must strive to ensure value for money at all times

Main Duties &  Responsibilities:

Ø  Provides timely coordination and ensures accountable compliant processing for all procurement of programme supplies and services are needed for the emergency response operations according to the Procurement Policy

Ø  Responsible for safekeeping the hard copies and soft copies of the procurement packages, asset management forms, fleet management forms, warehousing  documents, distribution reports, and other pertinent documents relating to supply chain Follow up with suppliers e.g. delivery schedules of goods and other procurement related concerns including coordinating with the suppliers/service providers for the delivery and transportation of the goods for the programme, He/she is also responsible for giving feedback from the programme staff to the supplier and vice versa

Ø  Accountable for the accounting, maintenance of goods/equipment for the programme including keeping and monitoring records of all goods that are received and dispatched

Ø  Maintain a file or record of suppliers through the Supplier Database, ensuring that they are compliant with all procedures including proper documentation of all Supply Chain processes.

Ø  Responsible for creating and maintaining the Procurement Tracker for all procurements.

Ø  Issues assets to staff and tracks assets assigned to staff through the Asset Register.

Ø  Ensures observance of safety & security protocols and vehicle movement management

Ø  Responsible for keeping track of all supplies received and dispatched through the Warehouse

Ø  Tracker and for keeping documentation for these movements intact, including acknowledgement from beneficiaries for distributed goods/kits.

Ø  Assist and accommodate the implementation team in all of the administrative and logistics support needed.

Ø  Ensures the appropriate use and security of assets and equipment assigned to the project office area and proper housekeeping of physical and electronic files and project assets are accounted f and deployed as appropriate

Ø  Contribute to organizational learning and enhanced capacity in planned intervention and activities by providing feedback to the team on things and areas that are to be improved

Ø  Outlines recommendations for key issues that arise during the programme implementation

Ø  Contribute to the running monitor of the prevailing security conditions by gathering security-y related information.

Ø  Assist in ensuring that the necessary measures are in place to ensure security, safety, health, a well-being of YouthLink staff, and other visitors; and that   security standards and procedures are strictly adhered to.

Ø  Provides comments and suggestions when deemed necessary to all other activities such resource mobilization and other relevant strategic endeavors as required by organisation

Ø  Do any other duties assigned by the line manager

Qualifications Essential

Ø  Degree in business administration/ management and supply chain or equivalent experience

Ø  Extensive procurement in NGO / Commercial sector

Ø  Excellent communication skills (Fluent written & spoken in English and Somali)

Ø  Organisational and data management skills

Ø  Initiative taker with attention to detail and ability to work under pressure without constant supervision.

Ø  Flexibility and ability to carry out additional duties and tasks as required and adapt to a changing operational environmen
